I have the honour to forward copy of
letter and its enclosures which I have received from H.E.
Major General Anderson, G.0.0. referring to a suspected case of espionage by a German resident in the Colony.
You will see from these documents that
towards the end of last year the General consulted me in the matter, and on being informed that the possession of sketches and plans of the defences of the Colony was not an offence under the existing law he urged that the local Ordinance should without delay be brought into conformity with the similar laws of Ceylon and other Colonies. Ordinance No.3 of February 24th, 1911, was accordingly passed, and I understood that the General was anxious to take action under it forthwith lest the suspected person should forward
his sketches to Berlin.

It had at first been thought that the German Crown Prince would visit this Colony in March, and
I would have been unwilling that his visit should be marred
by the simultaneous prosecution of a German for espionage,
but as a matter of fact we had news that his visit was
postponed about the same time as the Ordinance was finally
passed.
